Chairman, Temasek; Former Senior Minister of Singapore, Singapore

Mr Teo Chee Hean was appointed Chairman of Temasek Holdings on 9 October 2025, after joining the Board as Deputy Chairman in July 2025. He also serves as Senior Advisor in the Prime Minister’s Office (PMO) of the Republic of Singapore.

Mr Teo was appointed Singapore’s Senior Minister from 2019 to 2025 and served as Deputy Prime Minister from 2009 to 2019. He also concurrently served as Coordinating Minister for National Security from 2011. In these roles, he oversaw the National Security Coordination Secretariat, the Smart Nation and Digital Government Group, the National Population and Talent Division and the National Climate Change Secretariat under the Prime Minister's Office.

Mr Teo's career spans political office and the defence sector. He had served as Minister for Home Affairs, Minister for Defence, Minister for Education, and Minister for the Environment, as well as Minister of State in the Ministries of Finance, Communications and Defence. He entered politics in 1992 as a Member of Parliament in Marine Parade Group Representation Constituency (GRC) and was subsequently re-elected six times in Pasir Ris-Punggol GRC. Before being elected to political office, he served in the Singapore Armed Forces (SAF) where he held various command and staff appointments in the Republic of Singapore Navy and the Joint Staff, rising to the rank of Rear Admiral as Chief of Navy in 1991.

Mr Teo had previously served on the GIC Board where he also chaired the GIC International Advisory Board. He has also served on the boards of IRAS, PSA, Nanyang Technological University and Ngee Ann Polytechnic.

Mr Teo holds a Bachelor of Science (First Class Honours) in Electrical Engineering and Management Science from the University of Manchester, a Master of Science degree (with distinction) in Computing Science from Imperial College London, and a Master’s in Public Administration from the Kennedy School of Government at Harvard University, where he was named a Littauer Fellow. He was conferred an honorary Doctor of Letters by Nanyang Technological University in 2026

Selina Ho is Vice Dean (Research and Development), Dean's Chair and Associate Professor in International Affairs, Lee Kuan Yew School of Public Policy, National University of Singapore. She researches Chinese politics and foreign policy. Specifically, she is interested in how China wields power and influence via infrastructure and water disputes in Southeast Asia and South Asia. Her work stands at the intersection of comparative politics and international relations. Selina is the author of Thirsty Cities: Social Contracts and Public Goods Provision in China and India (Cambridge University Press, 2019), co-author (with David M. Lampton and Cheng-Chwee Kuik) of Rivers of Iron: Railroads and Chinese Power in Southeast Asia (University of California Press, 2020), and co-editor (with Kanti Bajpai and Manjari Chatterjee Miller) of The Routledge Handbook of China-India Relations (2020). She has published widely in peer-reviewed journals, including International Affairs, Chinese Journal of International Politics, Journal of Contemporary China, among others. Selina is the editor (with Kanti Bajpai) of Routledge’s "Politics and International Relations in Asia" book series.

Selina was Co-Director of the Centre on Asia and Globalisation (July 2022-June 2025) and Chair of the Master in International Affairs Program (January 2019-Decemer 2020). She has been a Council Member of the Singapore Institute of International Affairs since 2023. Selina was also a non-resident senior fellow with the Asia and Latin America Program at the Inter-American Dialogue (January 2022 to January 2025) and a Global Futures Council Fellow with the World Economic Forum (September 2017 to September 2018).

Selina received her Ph.D. from The Paul H. Nitze School of Advanced International Studies (SAIS), Johns Hopkins University, where she also received a Master in International Public Policy (Honors). She graduated from the National University of Singapore with a B.A. in History (Honors). Prior to academia, Selina was a Singapore civil servant.

Siong Guan Lim was Group President of GIC from 2007 until the end of 2016, after which he was Advisor to GIC's Group Executive Committee until March 2019. The GIC manages the financial reserves of the Singapore Government. He was Chairman of the Singapore Economic Development Board from October 2006 to June 2009. The Board is the Singapore government’s lead agency for planning and executing strategies to enhance Singapore’s position as a global business centre. Much of its work is attracting international corporations to set up manufacturing and services activities in Singapore as critical links in the global supply chain.

Siong Guan was Professor in the Lee Kuan Yew School of Public Policy at the National University of Singapore from 2005–2023, instructing on leadership and change management, as well as a Senior Fellow of the Civil Service College from 2006–2023.

He was the Head of the Singapore Civil Service from September 1999 to March 2005. Siong Guan was the Permanent Secretary of the Ministry of Defense (1981-1994), the Prime Minister’s Office (1994-1998), the Ministry of Education (1997-1999) and the Ministry of Finance (1999-2006).
