Europe has often been described as “an economic giant, a political dwarf, and a military worm.” While a new great-power competition between the United States and China is rolling back globalisation and shunting aside the international rules-based order, the EU’s geostrategic neighbourhood has also become a ring of fire. Making matters worse, the EU’s governing institutions have done little to overcome the divisions among member states.

Prof. Dr. Volker PERTHES is Senior Advisor of the German Institute for International and Security Affairs (Stiftung Wissenschaft und Politik, SWP), a think tank which primarily advises the German Parliament and the Federal Government on foreign and security policy issues. From 2005 to 2020, he served as Director of SWP, and from 2006 to 2019, he also taught as Adjunct Professor at Humboldt University Berlin. As UN Assistant Secretary General, Perthes supported the UN Special Envoy for Syria and headed the UN Cease Fire Task Force for Syria from 2016 to 2018. His areas of expertise include German and European foreign and security policy, geopolitics and international relations, international organizations as well as regional dynamics in the Middle East. Perthes is also a Member of the stars Scientific Board.
